LOL, ya, you've only missed the last month of discussion regarding the xpac.

Put in a nutshell:
"Boring" and "Mandatory" talents stripped in many cases.
You can only spec into a 2nd tree after filling 31 points in a single tree.
Many talents/abilities "baked" into the trees, gained when you spend your first point in that tree, making it your main tree (you are locked into a tree until you spend 31 points in it)
Many % based talents removed.

Things like % based talents will simply be baked into the system. So, when you say "zomg i lost a 6% damage talent!, our dps is gonna suck!" you won't actually be losing anything. It will be balanced around the lack of that talent, rather then balancing around the assumption that you've taken that talent already.

Ultimately, they want you to have choices. For the most part, you should be able to get all DPS increasing talents, for example, and still have points to spend (that you HAVE to spend, since you have to spec 31 into a tree) which should be "fun" or utility talents, giving people choices that shouldn't directly effect DPS. These talents obviously may have indirect relation to DPS, as it relates to survivability and the like.
